Sets out what government expects of the new strategic highways company, alongside a long-term strategy and investment plan for major roads.

This act paper sets out the government鈥檚 鈥楻oad investment strategy鈥 (RIS) for the 2015 to 2020 road period, as required under the Infrastructure Act 2015. It:
- outlines the government鈥檚 strategic vision for the strategic road network to 2040
- commits to the delivery of 112 major schemes to start by 2020, as well as the development of a further 15 schemes and 6 strategic studies
- specifies the network and company performance that Highways England - the new strategic highways company 鈥 is expected to deliver
- states the funding available to deliver these goals between 2015 and 2021
The 3 sections that make up the RIS were originally issued as 3 separate documents in December 2014, alongside the 鈥Road investment strategy: overview鈥.
A leaflet, providing a simple summary of these long term plans has also been published.
Changes that are made to the RIS under the 鈥榗hange control鈥 process in Highways England鈥檚 licence and in the 鈥榝ramework document鈥 are also published here. The first 3 amendments were agreed in March 2016.
